The 5-star Electro character Cyno finally arrives in the Genshin Impact 3.1 update. This is what we know about the General Mahamatra.

The Genshin Impact 3.1 update marks the highly anticipated appearance of the 5-star Electro character Cyno, a character who first appeared in the game’s manga. As a scholar and General Mahamatra for the Sumeru Akademiya, he is steadfast, transparent and stoic in his actions with fellow researchers and residents across the region.
Outside of his stoic personality, Cyno has a more relaxed and unusual personality that surprises many as he spends time collecting cards. We’ll learn more about General Mahamatra, Cyno, and what to expect from him when the 3.1 update arrives.
Genshin Impact 3.1 – Cyno Release Date
The 5-star Electro character, Cyno, debuts at the launch of Genshin Impact 3.1 on September 28, 2022. The polearm wielder will be available through Phase I of the update’s Character Event Wish banner, where travelers can use their intertwined destiny to wish him if they are lucky enough to draw the character.

Japanese voice actor Cyno, General Mahamatra, provided the dashing but stoic vocals Miyu Irino and American voice actor and YouTuber Alejandro Saab.

Like many of his fellow genshin Impact voiceover cast, Saab is a prominent voice actor known for his work in popular animated series, films and video games.
Saab has lent his talents to several characters in Fire Emblem Warriors: Three Hopes, WWE 2K22, Food Wars! The Fifth Plate, Lost Ark and Evangelion: 3.0 + 1.0 Thrice Upon a Time to name.
Irino is most famous for his Japanese dubbing as Sora in Kingdom Hearts III and Super Smash Bros. Ultimate; he voiced prominent characters featured in Mob Psycho 100, Boruto: Naruto Next Generations, and Fire Emblem Heroes.
Genshin Impact 3.1 – Cyno Story
According to an in-game description based on Tighnari’s reaction to Collei about Cyno, he is a highly regarded and respected figure at the Akademiya. Still, a visit from him usually instills fear in investigators because his meetings don’t go well.

“Many Akademiya researchers fear that General Mahamatra will interfere in their investigation. However, it seems that they are not worried about anything. Most of them do not yield results worthy of his visit.”
As General Mahamatra and Judge of Secrets, Cyno remains steadfast in his duties to uphold the law and “help people ‘remember’ the mistakes they’ve made.”
While it is encouraged that those who receive a visit from him receive disciplinary action, some did not accept their fate, through bribery or the use of force, but to no avail.
Outside of his duties, Cyno enjoys more relaxing hobbies, such as joking around with close friends, and he happens to be a card collector. Nevertheless, Travelers will learn more about him in his first Story Quest, Lupus Aureus Chapter: Act 1, arriving in the Genshin Impact 3.1 update.
Cyno has played a huge part in the Genshin Impact manga when he comes to the rescue of Collei to help Lisa treat Collei’s ailments.
In the final chapter of the manga series, he travels with Collei to Sumeru to teach her about medicine and the world of Teyvat; it seems that Cyno has stayed close to Collei since the events of the manga happened.
